High-income tenants are attracted to this form of development for a variety of reasons; good physical security, a high degree of service with a resident manager, attractive gardens and a swimming pool, adjacent hotel and entertainment facilities, good and guaranteed parking, and travelling convenience to the city, etc. The site of 1.75 acres adjoins the Norfolk Hotel and is of a triangular shape with a natural cross-fall down to Kijabe Street of about 7m from the main entrance in Harry Thuku Road. The scheme consists of 68 flats with a variety of accommodation from 1-bedroom units, a majority with 3 bedrooms and 2 bathrooms (either in flats or 2-storey duplex form), and 2 deluxe penthouse apartments. The offices and shops are planned on the Kijabe Street frontage and provide 1,550 sq. metres of shops and 6,270sq. metres of offices, with 2 parking levels for the flats built into the office building with their access off the deck level, built at the higher level off Harry Thuku Road. The brick facing was used to give a high quality appearance and a maintenance-free finish in sympathy with the neighbouring Norfolk Hotel. The houses were constructed for the sale market, and roads and infrastructure were developed for adopting by Nairobi City Council. This site is bounded by Harry Thuku Road, Kijabe Street and the Nairobi River. Following investigations of the site, orientation, market and financing factors, a phased development was designed featuring the first luxury apartments to be built in central Nairobi with their own swimming pool and facilities and integrated with office development on the same site. It was decided not to develop the site to its maximum permissible density, but to design the project to a height limit of six-storeys with a stepped/staggered design for the 36 one-bedroom and studio flats and 36 three-bedroomed duplex apartments. This design form gives large balconies to all flats with covered parking underneath, and generous gardens and spaces between the buildings to create a pleasant human environment. This development has proved a most successful mix, and has introduced to Nairobi the convenience of down-town flats with adjacent shopping, hotel and entertainment facilities, and, of course, nearness to work to reduce commuting time and costs. The first phase of apartments and offices was completed in 1978 and the second phase of office building was added in 1979. Future expansion is planned for both office buildings.
